Jurisdiction
This IFSS Basic Level Jurisdiction course provides introductory knowledge, skills, and abilities related to various regulatory agencies and their authority over feed and food.
a) Recognize which agencies have authority to conduct specific regulatory activities.
b) Scope: Topics in this course include Foundations, Law, Crossing Boundaries, and Interagency Agreements.
Course Objectives
Foundations
Differentiate between statutes, regulations, and ordinances,
Identify statutory authority for the regulation of human and animal food,
Recognize agencies with jurisdiction over human and animal food,
Recognize dual agency jurisdictions, and
Identify statutory limits of regulations.
Laws
Recognize how laws are created, and
Recognize the concept of due process.
Crossing Boundaries
Define the Integrated Food Safety System,
Identify examples of agency collaboration, and
Identify examples of cooperative programs.
Interagency Agreements
Identify types of interagency agreements,
Recognize the purpose of a Memorandum of Understanding,
Recognize the purpose of Cooperative Agreements, and
Define delegated authority through Commissioning.
